What the record shows
Treasury reports 96% of filers receiving tax cuts earned under $200,000 and 70% earned under $100,000. However, Tax Policy Center estimates 60% of total dollar benefits go to top income quintile ($217k+). Treasury's 2025 filing-season snapshot excludes the law's most expensive, least progressive provisions beginning in 2026.
