What the record shows
ACA subsidies available to individuals with income 100–400% of federal poverty level (FPL). However, Medicaid expansion (also part of ACA) covers up to 138% FPL in expansion states. No income cap exists for ACA marketplace enrollment itself—anyone can buy unsubsidized plans regardless of income.
